Richard S. Milner was born in Jamaica, New York, in 1958. He received his BS degree in electrical engineering from the University of Rochester in 1980, where he was a recipient of the Gleason Memorial Scholarship. Mr. Milner received his JD degree from Hofstra University School of Law in 1990. Before attending law school, Mr. Milner worked as a senior software engineer in robotics and medical instrumentation. He is a member of the Institute of Electrical and Electronics Engineers, the Patent and Trademark Office Society, and the American Bar Association. He is admitted to the New York State Bar, the US District Courts for the Eastern and Southern Districts of New York and is a registered patent attorney.
